Quantitative Restrictions

The WTO Quantitative Restrictions (QR) Database compiles notifications submitted by World Trade Organization (WTO) Members concerning import and export prohibitions and other trade restrictions. While quantitative restrictions are generally prohibited under WTO rules, Members may maintain them under specific exceptions, such as protecting human, plant, and animal health, conserving exhaustible natural resources, or safeguarding public morals.

Key Data Components:
Notifications: Records of measures imposed by WTO Members, detailing the nature of the restriction, the affected products, and the legal justification under WTO rules.

HS Classification: Information categorized according to the Harmonized System (HS) codes, facilitating product-specific analysis.

Legal Justifications: Data on the legal grounds cited by Members for maintaining quantitative restrictions, such as public health or environmental protection.

Member Profiles: The dataset is organized by individual WTO Members, allowing users to examine each Member's specific notifications.

Time Frame: Includes notifications from the current biennial period (2024–2026) and historical data from previous periods.
